PAFROWS Mission

To provide an effective platform for parliamentarians to advocate for increased transparent, accountable and sustainable Road and Water Safety Campaign for the benefit of the people of Uganda through effective legislation, information sharing, engagement and accountability oversight.

PAFROWS Objectives

⦁ To provide a platform for Members of Parliament (MPs) to discuss, learn and enhance their legislative, budget allocation and oversight role on road and water safety in the country. ⦁ To lobby and influence decision making in Parliament on the road and water transport sector in Uganda ⦁ To promote general awareness about road safety at all levels in the Country. ⦁ To raise, mobilize and disburse funds and resources for the promotion of the objectives of the forum.

About Us

The Parliamentary Forum On Road and Water Safety (PAFROWS) was established in 2014 by the 9th Parliament of Uganda. The primary objective of this forum is to provide a platform for members of parliament to discuss issues related to road and water safety in Uganda. Additionally, PAFROWS aims to improve legislative procedures and budgetary allocations for road and water safety issues. The forum has been committed to training members of parliament on road and water safety matters, raising awareness about laws and policies, and collaborating with other stakeholders to hold community events focused on road and water safety.

  • ⦁ Meeting with MPs on relevant committees and key stakeholders to influence budgetary allocation for road safety in the national budget.
  • ⦁ Capacity building for PAFROWS Members of Road and water Safety. Regular training of MPs on how MPs can keep safe on the road; building capacity of members to be champions of road
  • ⦁ Training of PAFROWS members on Laws, Policies and international legal frameworks on road and water safety
  • ⦁ Regional monitoring visits on road safety to inform petitions, motions and questions of national importance on the floor of Parliament.
